<P>PROBLEM TO BE SOLVED: To surely discriminate and detect getting-on and getting-off of passengers by an inexpensive device. <P>SOLUTION: Near on the inner side of an entrance 5 of a passenger transporting vehicle such as a bus, a sensor A comprising a light emitting part 11a and a light receiving part 12a facing each other across a getting-on/getting-off path 6 of a predetermined width and a sensor B comprising a light emitting part 11b and a light receiving part 12b are provided such that the sensor A is provided on the side close to the entrance 5 and the second B is provided on the side far from the entrance 5. Then, by the transition order of the combination of a non-detection state and a detection state by the sensor A and the sensor B, getting-on or getting-off or getting-on and getting-off of passengers are discriminated and detected respectively.
