PROBLEM TO BE SOLVED: To provide a technology capable of specifying a vehicle position based on a display medium whose display content is changed corresponding to an environment.SOLUTION: A reference image characteristic point used as a reference is extracted from a photographed image acquired by photographing a peripheral landscape of a reference vehicle including the display medium whose display content is changed corresponding to the environment, the position of the reference vehicle at the point of time when the peripheral landscape of the reference vehicle is photographed is acquired as a reference position, a peripheral environment of the reference vehicle at the point of time when the landscape of the reference vehicle is photographed is acquired as a reference vehicle environment, and information showing the reference position and information showing the reference vehicle environment are associated with each other with respect to reference pattern information showing a position of the reference image characteristic point on the photographed image, and recorded in a prescribed recording medium.
