PROBLEM TO BE SOLVED: To provide an image processing unit that efficiently encodes an image signal captured by a plurality of cameras, and to provide an image reproducing unit for decoding the coded image signal to be displayed on a monitor, or the like.SOLUTION: The image processing unit includes: imaging means 1 to N of generating a plurality of image signals from a plurality of captured moving pictures; feature amount calculation means 21 to 2N of dividing the plurality of image signals into a plurality of local areas, and of calculating an inter-frame difference value for each local area; an image composite means 32 of combining images of the local area based on the calculated inter-frame difference value, and of generating a plurality of composite images; a frame rate control means 33 of controlling a frame rate of the composite image, based on the inter-frame difference value of the local area constituting the composite image; and an image coding means 34 of performing coding using inter-frame prediction to the composite image to generate a bit stream. |
