PROBLEM TO BE SOLVED: To control a plurality of physical devices connected onto a network. SOLUTION: The system includes a host 110 which controls each physical device and a peripheral control processor 130 which relays data to be transmitted and received between the host 110 and each physical device. The peripheral control processor 130 includes a state transition detection part 134 which detects a state transition of each physical device; a weighting determination part 135 which performs weighting management for the state transition detected by the state transition detection part 134; a weighting update part 137 which manages the result of weighting by the weighting determination part 135 as priority on physical device bases; and a priority check part 136 which selects, in transfer of command/data to a representative device, a communication path by referring to the physically managed priority.
