Disclosed is a light-diffusing film having two transparent conductive resin base materials having a transparent conductive layer and a transparent resin base material, and a light-diffusing layer held in place on the transparent conductive film side of the two transparent conductive resin base materials. The light-diffusing layer contains a resin matrix and a light-adjusting suspension dispersed in the resin matrix. The transparent conductive film contains an organic binder resin and a conductive polymer. As a result of this configuration, a light-diffusing film is provided which has good adhesion between the light-diffusing layer and the transparent conductive layer, and which has excellent radio wave permeability.
