PROBLEM TO BE SOLVED: To provide a hair cosmetic composition which quickly shows a thickening effect and can improve viscosity stability in the hair cosmetic composition to be used as a hair dye or a hair-decoloring/dye-removing agent. SOLUTION: The hair cosmetic composition contains an anionic surface active agent (A), a cationic surface active agent (B), a thickening agent (C) [excepting starch (D)], and starch (D) and is used as a hair dye or a hair-decoloring/dye-removing agent and the starch (D) is stored in the form of a solid, and the anionic surface active agent (A) and the cationic surface active agent (B) are stored so as to be brought into contact with each other in the presence of a solvent in use.
