PURPOSE: A heater and a boiler including same are provided to prevent damage to a chamber by the rising of inner pressure since the inner pressure of the chamber is prevented from exceeding fixed pressure by a decompression unit. CONSTITUTION: A heater(120) comprises a chamber(121), a heating unit(122), and a decompression unit(123). The inside of the chamber is filled with heating oil. The heating unit heats heating oil inside the chamber. The decompression unit reduces the inner pressure of the chamber. The heating oil contains metal powders. The metal powder is one among alumina, copper, nickel, and iron.
