PROBLEM TO BE SOLVED: To provide an X-ray tube and an X-ray tube device which can restrain a direct hit of a recoil electron to an X-ray irradiating window. SOLUTION: The X-ray tube 30 has an anode target 35 with a target surface 35b established at a positive high potential; a cathode which makes an electron beam incident on a target surface from a direction at a first angleαand forms a focal point F on the target surface and is established at a negative potential; and a vacuum envelope 31 having the X-ray irradiating window 33 located in a direction at a second angleβfrom the target surface, and a metal surface section 34 arranged on the inside including a surface section of the X-ray irradiating window at a vacuum side and established at a grounding potential. An intersection point PA wherein a normal line LP1, and the target surface 35b or an extended plane S cross each other is located farther from the focal point F viewed from the cathode 36.
