PROBLEM TO BE SOLVED: To suppress non-uniform display, flicker, and contrast decrease by flattening the array substrate-side alignment layer of an in-plane switching liquid crystal display panel. SOLUTION: In the array substrate AR of the in-plane switching liquid crystal panel 10A, a lower electrode 21 and an upper electrode 24 for applying an electric field to a liquid crystal layer LC and an alignment layer 27A are formed. In this case, a slit-like opening 25 is formed in the upper electrode 24. Then, a flattening insulating film 26A is formed on the upper electrode 24 so as to cover the entire display area, and the alignment layer 27A is formed on the surface of the flattening insulating film 26A.
