PROBLEM TO BE SOLVED: To provide an optical element securing a light outgoing angle for avoiding dazzling of a viewer in view of an illumination technology even with a high degree of efficiency. SOLUTION: The optical element has a plate type core 11 made of a transparent material of which one side is occupied by a microprism 12. The microprism 12 forms a tapered groove 22 beginning with the bottom. All the top faces of the microprism 12 make a light incoming surface. The other side 21 of the core 11 makes a light outgoing surface. The optical element 10 deflects incoming or re-outgoing light beams so that the outgoing angle is limited.
