PROBLEM TO BE SOLVED: To accelerate processing for topology construction and topology repair by using an original network protocol.SOLUTION: Each node (frame transmission apparatus) 1-6 exchanges a first control frame with a neighboring node to perform fault monitoring on a transmission line. A node which detects a fault notifies another node about that the node itself is shifted to a master node, by multicasting a second control frame using a transmission line 10 around a B system, the neighboring node is shifted to a terminal station node and other nodes are shifted to intermediate station nodes. The master node which detects fault recovery multicasts the second control frame using a transmission line 9 around an A system so as to reconstruct a network between the only one master node which is determined by performing arbitration due to one or more master nodes each of which receives the second control frame, and a node which is shifted to the terminal station node as a result of the arbitration.
