PROBLEM TO BE SOLVED: To provide a new antibacterial agent composition exhibiting antibacterial activity without photo-irradiation. SOLUTION: The antibacterial agent composition comprises a halogen-containing titanium(IV) oxide comprising a halogen and titanium(IV) oxide where at least a part of the halogen is chemically bonded to the titanium(IV) oxide, and exhibits antibacterial activity even in the dark. The antibacterial agent composition exhibits antibacterial activity even in the dark and therefore it can be used, for example, for a filter disposed inside an air quality-purifying apparatus and/or a liquid quality-purifying apparatus and/or a humidifying apparatus without an ultraviolet light source, a filter disposed inside an air quality-purifying apparatus and/or a liquid quality-purifying apparatus and/or a humidifying apparatus equipped with a degerming mode in the dark, and the like.
