PROBLEM TO BE SOLVED: To improve sound quality of a compression signal by avoiding sign reverse when crossing 0 and π, before and after coding processing. SOLUTION: A speech analysis and synthesis device 120 includes: a time to frequency converter 142 for converting a speech signal from a time axis to a frequency axis; a phase compensation section 144 for shifting an initial phase value within a predetermined angle with a sign reverse boundary in a center, in the initial phase values of each frequency spectrum converted to the frequency axis, in which sign reverse possibly arises when coding processing of the speech signal is performed, to a direction for making it away from the sing reverse boundary: and a frequency to time converter 146 for converting the frequency spectrum in which the initial phase value is shifted.
