<p><P>PROBLEM TO BE SOLVED: To provide an image delivery device, a method, and a system which starts zapping quickly only with a pair of a receiving part and a decoding part. <P>SOLUTION: Delivery images for a plurality of program channels are combined, and a zapping channel is delivered which is obtained by synchronously slicing a part of the composite image in turn.
