<P>PROBLEM TO BE SOLVED: To highly efficiently collect data from all sensor nodes even in an environment where sensor nodes are arranged unevenly or an environment where the degree of attenuation of radio waves is different per communication path. Ž<P>SOLUTION: In calculating an evaluation value of a cluster structure in trial in an arbitrary hierarchal layer, a delay evaluation value calculator 33 of a sensor network building device 30 estimates a cluster delay amount generated when a master node in each cluster collects sensor data from a slave node in the cluster via a radio communication, and calculates a delay evaluation value obtained by summing the cluster delay amounts as an evaluation value indicating data collecting efficiency in the hierarchal layer.
