<P>PROBLEM TO BE SOLVED: To provide a base station device for controlling assignment of frequency bands. Ž<P>SOLUTION: The base station device 101 includes: a carrier sense processing section 115 for measuring an interference wave level in a predetermined frequency band usable for an approximate base station device; a PRU assigning section 111 for assigning a frequency level in which the interference wave level measured by the carrier sense processing section 115 is less than a threshold value, to communication with a mobile communication device; and an operation PRU assignment threshold value calculating section 110 for determining the threshold value based on a value indicating the width of the frequency band assigned by the PRU assigning section 111 and a value indicating the width of a target frequency band set in the base station device.
