PURPOSE: An obstacle management device of MAPP network and a method thereof are provided to manage service obstacles with a threshold excess warning message made in an MSPP device of the MAPP network. CONSTITUTION: A message analyzing unit(310) extracts port information. A service influence degree analyzing unit(312) extract service information based on the port information and information about a facility and a service circuit. The service influence degree analyzing unit produces service influence including the extracted service information. A quality ticket issuing unit(314) produces service influence base based on the service influence information.
