CONSTITUTION: An insulated rope(110) is spaced with a power cable with a uniform interval. A support stand(120) supports the insulated rope. A fixture(130) fixes the support stand on the surface. The predetermined distance is the safety distance according to the voltage of the transmission line. The fixture comprises a underground device(132) and a supporting wire.
