<p><P>PROBLEM TO BE SOLVED: To sufficiently enhance output characteristics and charge discharge cycle characteristics under low temperature environment of an alkaline storage battery by improving a hydrogen storage alloy having crystal structure other than CaCu<SB>5</SB>type used in a negative electrode. <P>SOLUTION: The negative electrode for the alkaline storage battery uses the hydrogen storage alloy represented by the general formula Ln<SB>1-x</SB>Mg<SB>x</SB>Ni<SB>y-a-b</SB>AlaM<SB>b</SB>, having the crystal structure other than CaCu<SB>5</SB>type. First to third layers S1 to S3 are formed on the surface of the bulk phase B of the hydrogen storage alloy. The first layer closest to the bulk phase contains oxygen in a greater amount than the second layer located on the first layer, and contains an element soluble in an alkaline solution in an amount of 10 atom% or greater. The second layer located on the first layer has a Ni content higher than that of the bulk phase.
