PROBLEM TO BE SOLVED: To provide a method of manufacturing a heat exchanger capable of excellently obtaining water-tightness of a flow path of cooling water. SOLUTION: The heat exchanger includes: a lower case 5 having a flow path formed in the inside; an upper case 4 in which a plurality of heat radiation fins 3 for exchanging heat in the flow path are formed to be upright; and two or more openings provided above and below the lower case 5 and communicating to the flow path provided on the center. In the heat exchanger, the upper case 4 is bonded to the openings liquid-tightly and the upper case 4 is protruded or extracted, and a portion excluding the flow path is cut to form the heat radiation fins 3.
