<P>PROBLEM TO BE SOLVED: To easily manage a license necessary when using an application. <P>SOLUTION: When receiving a license issuing request from a client PC 4, a license server 3 determines whether there is vacancy of a license for a normal license with reference to a license pool 11 stored in a database 10. When it is determined that there is vacancy of a license for a normal license, a value obtained by subtracting only one from the value of the license pool 11 is stored in the license pool 11, and the license pool 11 is updated. Then, a normal license is issued and transmitted to the client PC 4. Meanwhile, it is determined that there is no vacancy of a license for a normal license, a value obtained by adding one to the value of an overdraft counter 12 is stored in an overdraft counter 12, and the overdraft counter 12 is updated.
