PROBLEM TO BE SOLVED: To obtain a charged amount based on the degree of propagation of advertisement to users.

SOLUTION: A charging device 20 is communicatively connected with a plurality of information distribution servers 30. A crawl unit 202 of the charging unit 20 acquires posting information from each of the plurality of information distribution servers 30. A campaign advertisement database 251 and a campaign word dictionary 252 store campaign start date and time and campaign words that are key words relating to the campaign. A propagation intensity calculation unit 215 calculates propagation intensity based on the rate of the campaign words included in the posting information posted after the campaign start date and time. A charging processing unit 216 calculates the charging amount for the advertisement according to the propagation intensity.
