PROBLEM TO BE SOLVED: To fix a pressure welding bar provided with a heating element to make only one side movable, and to improve safety more by avoiding exposure of the pressure welding bar provided with the heating element except the necessary time. SOLUTION: A welding cutting mechanism 20 is constituted by providing a fixed pressure welding bar 21 equipped with the heating element 23 contact-weldable to a film member F, a movable pressure welding bar 22 positioned at two positions which are a pinching position X for pinching the film member F by cooperating with the fixed pressure welding bar 21 and a separated position Y separated by a specified interval, and a pressure welding bar driving part 30 for moving and driving the movable pressure welding bar 22. A shutter mechanism 50 is provided. The shutter mechanism exposes the pressure welding face of the fixed pressure welding bar 21 at the specified position when the movable pressure welding bar 22 is moved from the separated position Y to the pinching position X, and covers the pressure welding face of the fixed pressure welding bar 21 at the specified position when the movable pressure welding bar 22 is moved from the pinching position X to the separated position Y.
