PROBLEM TO BE SOLVED: To provide a shmoo parameter setting device and a shmoo parameter setting method, capable of easily performing formation of a shmoo parameter with minimized operations. SOLUTION: When an item name character string 24 is dropped to a shmoo parameter setting area 21, a designation receiving means 12 receives designation of an item corresponding to the drag item name character string 24, a parameter extraction means 13 determines auxiliary information of the item (pin number, channel number/timing set number/edge) determined from a drag position of a debugger based on the description content of a test program. A setting means 14 automatically sets the item corresponding to the item name character string 24, the auxiliary information of the item determined from the drag position of the debugger to the shmoo parameter setting area 21 as a shmoo parameter.
