PROBLEM TO BE SOLVED: To provide a valve timing adjusting device improving quietness. SOLUTION: The valve timing adjusting device is provided with a planetary rotor 60 including external gear parts 68, 69 meshing with internal gear part 14, 22 of rotors 10, 20 as one unit and changing relative phase between the rotors 10, 20 by planetary motion of the external gear parts 68, 69, a planetary carrier 40 including an eccentric outer circumference part 44 eccentric to the internal gear parts 14, 22 in a base diameter direction along a direction line D and supporting the planetary rotor 60 form an inner circumference side by the outer circumference surface part 44, and an elastic member 50 put between the planetary rotor 60 and the planetary carrier 40 and energizing the planetary rotor 60 to an eccentric side of the eccentric outer circumference surface part 44.
