PROBLEM TO BE SOLVED: To provide an optimum tension control device capable of distinguishing a tension error generated by a slip between a material and a speed detecting roll, and a change of a roll winding diameter gradually changed, and surely correcting them. SOLUTION: This device includes a control roll drive device (12) for controlling a control roll motor (10) driving a control roll transferring a material (1) with a reference roll (2) and a control roll (3), and a winding diameter correction processing part (40) for correcting a control roll diameter by an output of an integral controller (18) constituting a tension control part calculating a speed correction amount added to a line speed command to the control roll drive device (12) to control the tension of the material (1) to a setting value.
