A filter cloth traveling type belt filter and a method of producing toner particles are provided to sufficiently lower percentage of water content, thereby reducing a load of a drying process. A dehydration device(37) has a ventilation unit(3) and a sealing unit. The ventilation unit ventilates gas to a moisture toner particle cake obtained through filtering. The sealing unit is supported by the moisture toner particle cake. When the gas is ventilated from the ventilation unit, the sealing unit suppresses the moisture toner particle cake.
