An AV data recording/reproducing apparatus and method capable of easily creating an MPEG transport stream for special reproduction. There are provided a recording block for recording video data as an MPEG data containing a PES header on a recording medium and a special reproduction block for reproducing the MEPG data by modifying the reproduction timing. The PES heard has a stuffing data region as an empty data region. By using the stuffing data region, the special reproduction block inserts information for controlling the modified reproduction timing into the PES header without changing the PES header.
