<p><P>PROBLEM TO BE SOLVED: To readily grasp not only the location of a user, but also the behavior of the user inside a facility. <P>SOLUTION: This facility user management system is provided with a user concerned specification means for storing the location of a mobile terminal 20 and a time when the location is specified as history information, and for specifying another mobile terminal 20 existing at the adjacent location of one mobile terminal 20, based on the history information of the location of each mobile terminal 20. Thus, it is possible to grasp the user's associates, or the like, carrying one mobile terminal 20 by specifying the other mobile terminal 20.
