PROBLEM TO BE SOLVED: To provide a mobile communication system, a mobile station and a base station, which can appropriately select a cell to which the mobile station belongs even when there are cells having different environments. SOLUTION: The mobile station includes a received power measuring means for measuring received power of a signal transmitted from a base station, a base station selecting means for selecting a base station having largest received power based on the received power measured by the received power measuring means, an environment detecting means for detecting an environment of a cell which is managed by the base station selected by the base station selecting means, and a cell selecting means for selecting a cell to which the mobile station belongs. The cell selecting means, when the environment of the cell which is managed by the base station selected by the base station selecting means is a cellular cell, selects the cellular cell or a hot spot cell which is managed by a second base station other than that base station, as a cell to which the mobile station belongs, based on received power of a signal transmitted from the second base station.
