SOLUTION: A multi-channel voice sound signal coding device 1a comprises: time frequency conversion sections 11a to 11x for outputting a conversion coefficient in a form in which the voice sound signal of a time domain is converted to a frequency domain and divided into frequency bands; a most occupied channel determination section 12 for determining the most occupied channel for each frequency band, on the basis of the conversion coefficient and most occupied channel index information of each channel; a sub-occupied channel group determination section 13 for determining 0 or more sub-occupied channel groups for each frequency band; a most occupied channel conversion coefficient coding section 14 for coding the conversion coefficient of the most occupied channel, on the basis of the conversion coefficient and the most occupied channel index information of each channel; and a sub-occupied channel group conversion coefficient coding section 15 for coding the conversion coefficient of the sub-occupied channel group, on the basis of the conversion coefficient and the sub-occupied channel group index information of each channel.
