<P>PROBLEM TO BE SOLVED: To prevent deterioration of image quality and productivity to form an image, even if the developers stored in a plurality of development chambers and different in charging quantity are used. <P>SOLUTION: A control unit 66 determines whether a calculated difference in printing pages (the difference in the variable m of a comparison counter 166) is a predetermined value or larger and sets a predefined value for the virtual supply quantity n of toner, when the difference is the predetermined value or larger. The control unit 55 calculates a toner quantity K required for forming an image on a recording medium by a required toner quantity calculating part 158.
