PROBLEM TO BE SOLVED: To provide a heat roller made more excellent in heat responsiveness while maintaining its simple, low cost configuration, and to provide a fixing device using the heat roller. SOLUTION: A releasing layer 1b formed from fluorinated carbon resin is formed on the surface of a roller main body 1a of cylindrical shape. Projections 1c are extended in the longitudinal direction of the roller at three equal intervals on the internal face of the roller main body 1a. An approximately C-shaped recess 1d is formed in each of the projections 1c so that the center of its opening is directed toward the hole center p1 of the roller main body 1a.
