The cutter has a base plate with sleeve protrusion that is to be cut. A control element has a washer disc, spacer, guiding disc and a control wedge fixedly connected with each other. The element is connected with guiding rods. A cutting unit has a carrier disc (4.1), another guiding disc (4.2), bottom disc (4.3), blade carrier (4.4) and a round blade (4.5). The unit is connected with a drive shaft (4.6) in a fixed manner. The round blade is connected with the blade carrier by a blade bearing. The blade carrier is mounted in the latter guiding disc in a horizontally moveable manner.
