PROBLEM TO BE SOLVED: To provide an organic electrolytic solution capable of preventing conductivity of lithium ions from being degraded by blocking direct contact of a metal active material to an electrolyte; and a lithium battery having an improved charge-discharge characteristic.

SOLUTION: This organic electrolytic solution is characterized by containing: a lithium salt; an organic solvent containing a high-dielectric-constant solvent and a low-boiling-point solvent; and a glycidyl ether-based compound represented by chemical formula 1.
