PROBLEM TO BE SOLVED: To provide a paper dust removing device with less necessity for maintenance and capable of keeping excellent paper dust removing performance even if it is used over a long period of time. SOLUTION: A paper dust removing device 70 comprises a first rotor getting in contact with recording material and removing paper dust of the recording material and a second rotor opposing the first rotor, wherein the surface layer of the first rotor contains filler of Mohs hardness more than 4 by to 30 pts.mass with respect to 100 pts.mass of base material, and the second rotor presses the first rotor at linear pressure of 1 to 30 N/mm.
