PROBLEM TO BE SOLVED: To provide a technique capable of matching halftone processing to the kind of an image to be printed. SOLUTION: The dot forming state of a first type print area including a character area is determined by a first mode commonly using a reference dither matrix having a predetermined layout to halftone processing of each of N colors. The dot formation state of a second type print area that is the other print area is determined by a second mode using a reference dither matrix differed in layout to halftone processing of each of at least a part or two or more colors of the N-colors.
