<P>PROBLEM TO BE SOLVED: To provide a laser rewriting system capable of efficiently performing laser writing suitable for a condition during writing. <P>SOLUTION: A laser writing apparatus 30 is equipped with a writing controlling apparatus 31, a surface condition photographing apparatus 32, a laser apparatus 33 for erasing, a surface condition photographing apparatus 34, a laser apparatus 35 for writing, and a surface condition photographing apparatus 36. The writing controlling apparatus 31 acquires the surface condition of a rewritable paper 50 from data from the surface condition photographing apparatus 32, and in accordance with this, it adjusts a power of a laser for erasure of the laser apparatus 33 for erasing to perform an erasing processing, and adjusts a power of a laser for writing of the laser apparatus 35 for writing to perform a writing processing. The writing controlling apparatus 31 performs the erasing processing again when there remains to be erased based on photographing image data of the surface condition photographing apparatus 34.
