PROBLEM TO BE SOLVED: To obtain a plant monitoring screen creation device capable of easily assigning an address or logic undetermined when creating a plant monitoring screen to a monitoring screen after determining address logic. SOLUTION: A graphic part editor 2 establishes the possibility of setup of the address and the logic for each parameter presenting a display image of a screen part and creates the screen part. A graphic screen editor 1 arranges the screen part and creates the plant monitoring screen, and it outputs a parameter list in which parameters and screen part IDs are correlated. A table form editor 7 displays the parameter list and inputs the address or logic for each parameter.
