A recycled waste plastic block and the manufacturing method are provided to make up for the weak point of waste synthetic resins having large thermal expansion, to reduce the cost of production and to secure price competitiveness by recycling waste resources, to be installed to the outdoors by minimizing thermal expansion by a variation of temperature, and to absorb pressure occurring between adjacent blocks by having an elastic wing. A recycled waste plastic block is formed by forming many hollow parts(11) in a block(10), forming each vertical part which is the remaining part of the block to a thickness of 1~30mm, and having an elastic wing(12) on the outer circumferential surface of the block to be projected to 1~10mm from the side of the block.
