A cosmetic composition, and a method for using the composition to the skin are provided to relieve the irritation to the skin and to improve moisturizing effect, antiaging effect and whitening effect. A cosmetic composition contains 0.001-30.0 wt% of an extract of Persicaria blumei. Preferably the extract of Persicaria blumei is prepared by the solvent extraction method using an extraction solvent selected from the group consisting of water, a C1-C4 anhydrous or hydrous alcohol, acetone, ethyl acetate, chloroform, butyl acetate and 1,3-butylene glycol, the supercritical extraction method, or the ultrasonic wave extraction method.
