PROBLEM TO BE SOLVED: To stably transfer a toner image to a conductive surface to be transferred. SOLUTION: In the image forming apparatus 1, the toner image is formed with wet toner having smaller particle size than dry toner on the outer peripheral surface of the photoreceptor 312 of a photoreceptor drum 31, whereby first potential can be applied to the outer peripheral surface of the photoreceptor 312 from the toner image by a first potential applying part 4. Thus, transfer voltage used for the transfer of the toner image is made to act between the photoreceptor 312 and the surface 91 to be transferred 91 of a conductive object 9 while applying ground potential to the surface to be transferred 91 of the object 9 by a second potential applying part 5. As a result, deterioration of the quality of the toner image or rupture thereof caused by peeling discharge or transfer blanking is prevented, so that the toner image is stably transferred to the conductive surface to be transferred 91 (that means, the toner image is formed on the object 9).
