PROBLEM TO BE SOLVED: To provide a fixing device which is capable of more accurately performing temperature control of a fixing belt rotating to be heated and cooled repeatedly, and the like. SOLUTION: The fixing device 10 is provided with a heating roll 11 located on the upstream side in the conveying direction of paper P; a peeling roll 12 located on the downstream side in the conveying direction of the paper; the fixing belt 13 wound around the heating roll 11 and the peeling roll 12 and rotates in the direction of arrow A; a temperature controller 14 located in a space surrounded by the fixing belt 13 and controls the temperature of the fixing belt 13; a pressure belt 15 arranged to face the heating roll 11; and a pressure pad 16 located on the inner circumferential surface of the pressure belt 15 and pressed from the heating roll 11 via the pressure belt 15.
