<P>PROBLEM TO BE SOLVED: To control a process and a device even without clearly characterizing characteristics of the process and the device by generating an optimal set of tuning parameters in use for controlling a process control device. <P>SOLUTION: A plurality of sets of tuning parameters for use by the controller 44 is generated, a test signal r, such as a blocked sinusoidal signal, is sent to the controller to force the process control loop 30 through a test cycle while each of the plurality of sets of tuning parameters are being used by the controller 44 and measure a response of the process control loop 30 during each of the test cycles. A performance index for each of the plurality of sets of tuning parameters is calculated based on the measured responses, and one of the plurality of sets of tuning parameters is selected based on the calculated performance indices.
