<p><P>PROBLEM TO BE SOLVED: To provide a communication recording system capable of recording packet data on a network and derived data obtained by analyzing the packet data, without becoming a source of information leakage. <P>SOLUTION: A packet encryption key acquisition portion 121 acquires a packet encryption key. A packet encrypting portion 122 encrypts an intercepted packet using the packet encryption key. A packet encryption key encrypting portion 123 encrypts the packet encryption key using a public key of a packet reference person. The encrypt packet and the packet encryption key are stored in a storage 13. A reference packet decryption portion 151 decrypts the encrypted packet encryption key stored in the storage 13 using a secret key of the packet reference person. Then, the reference packet decryption portion 151 decrypts the encrypted packet stored in he storage 13 using the decrypted packet encryption key.
