PROBLEM TO BE SOLVED: To perform downloading by making a server device that requests downloading from a terminal device different from a server device for performing downloading to the terminal device without changing a security policy. SOLUTION: The system includes a request reception server device 101 for selecting downloading information by a request from the terminal device 106 and performing transaction processing, a data creation server device 103 for receiving a result of the transaction processing, creates an acquisition information file 104, and creating downloading information from the file 104 and data obtained by referring to a database 107, and a downloading information server device 102 for holding the created downloading information 105, connecting to the terminal device 106 and transmitting the created downloading information 105 to the terminal device 106.
