PROBLEM TO BE SOLVED: To establish an environment where operation can be performed in a determined operation time by forming an electronic manual capable of navigating pace distribution of the operation by animation.

SOLUTION: An image reproduction/stopping part 206 displays animation data stored in a storage part 303 on a display part 204 or stops the animation displayed according to reproduction instruction or stopping instruction. An image division part 307 separates and cuts out animation data from IN-point to OUT-point determined by IN-point instruction and OUT-point instruction from the storage part 303. An image stretch part 308 performs time conversion (stretch) so that the time from the IN point to the OUT point of the cut animation data is matched with a standard operation time of an operation concerned. An image connection part 309 connects time-converted (stretched) animation data of each operation into one to generate manual data unified to the operation time.
