PROBLEM TO BE SOLVED: To provide a noncontact type charging device configured so that its partial deterioration due to electric field concentration over a long period is prevented to reduce the deterioration of the boundary between a discharge surface and a gap-holding surface, viewing a charging roller in the longitudinal direction, due to electric field concentration, when it is recycled and reused, and to provide a process cartridge and an image forming apparatus. SOLUTION: The non-contact type charging device 30 includes the charging roller 30a having a gap-holding member 60 located at each end part thereof. Upon the recycling/reuse of the charging roller 30a, the boundary position between the charging roller 30a and the gap-holding member 60 is changed, before/after the recycling, and the process cartridge and the image forming apparatus that use the charging device are disclosed.
