PROBLEM TO BE SOLVED: To prevent the leakage of developer when developer with fine particles or a liquid type developer is used, and to restrict the movement of a seal member accompanying the rotation of an electrostatic latent image carrier. SOLUTION: The seal member 264 prevents the leakage of toner to the side of a photosensitive drum 21 when cleaning the surface of the photosensitive drum 21 of a color printer 1, and has a contact portion 264a and a movement control portion 264b. The contact portion 264a is the one impermeable relative to developer, and able to deform elastically, and to approach to the surface of the photosensitive drum 21 such that the toner is unable to pass between the surface of the photosensitive drum 21 and the contact portion 264a. The movement control portion 264b is connected to the contact portion 264a, and configured to control the movement of the contact portion 264a from a state in which that the contact portion 264a contacts the photosensitive drum 21.
