PROBLEM TO BE SOLVED: To prevent requests to prepare a report to a queue control section from conflicting with each other in a multilink type ONU. SOLUTION: The optical subscriber device, equipped with at least an up queue 16 in which a plurality of up frames are accumulated, a queue control unit 17 which prepares a report of the up frames accumulated in the up queue 16, and a plurality of control frame processing units 141 to 14n which can individually establish logical links with an OLT and also request the queue control unit 17 to prepare the report, is provided with an arbitration circuit 19 between the queue control unit 17 and the plurality of control frame processing units 141 to 14n, and the arbitration circuit 19 arbitrates so that the requests for report preparation from the plurality of control frame processing units 141 to 14n and queue control unit 17 may not conflict with one another.
